How many countries are being this strict in their quality control efforts?
This isn't one or two doses but millions.
Japan found them because TWO people got sick and they went and investigated. And they found others because they kept looking.

Now imagine if you're not bothering to check but just "trusting the experts" and injecting every dose that you receive without question.
