A innocent group of people could be working on say section A of a machine or a plan. Then another group could be working on B. They would be non to wiser what the other group is doing or why they are even doing it but they are mutually helping one another. Heck they might not even know they are doing anything wrong and could be thinking they are working on some new cure/instrument/plan to make world better. Or even just part of their job they never knew fits into the bigger picture. Not everyone is evil. But the people at the top are.

The masters at the top can plan and see the bigger picture of the compartments. Hence thats how you get so many people contributing to helping you with the conspiracy. Whether it be NASA moon landings or NWO. Most people do not know they are puppets and in on it themselves.
