In the Google maps photo attached it is plain to see that the majority of the damage from the flood is effecting the eastern (Russia controlled) banks.
In an article from the NYTimes a Russian official justifies why they think Ukraine would have done this:
During the meeting, the Russian ambassador, Vasily Nebenzya, again laid blame on Ukraine for the dam’s collapse, calling it an “unthinkable crime.” Mr. Nebenzya painted the dam’s destruction as part of a Ukrainian plan to improve its position for a counteroffensive and to intimidate the civilian population.
Which although unprovable, sounds like a logical war strategy.
In the same article, Ukraine claims Russia is responsible and gives their reasoning.
But the Ukrainian ambassador, Sergiy Kyslytsya, addressing the Security Council, called the destruction of the dam “a terrorist act” by Russia that “aims at causing as many civilian casualties and as much destruction as possible.”
Imo less convincing reasoning.
Also, this will directly effect the powerplant which Russia currently controls.

The very same plant Russia expressed concerns of being targeted earlier this month.
An Energoatom representative reached by phone told The Associated Press that the Zaporizhzhia plant evacuation plan, which staff were aware of, covered roughly half of the plant’s 6,000 employees and was prompted by fears of a Ukraine counteroffensive in the area
Listen, I am not suggesting this is a proof of anything, merely raising a flag at something which seems fishy.
